Why isn’t 1080p from YouTube free?

Is 60 fps preserved?
Yes. If the video was uploaded at 1080p60 or 2160p60, we take exactly that stream — the frame rate is not cut down to 30.
On another site the 1080p file had no sound. Why is it different here?

Why is there no 1080p or 4K in the list?
